BEIJING China's parliament Monday approved as a vice premier theman dubbed "China's Gorbachev," but analysts said the promotion ofShanghai's reformist mayor was part of a balancing act and not amajor policy shift.
Zhu Rongji, 62, was one of two men elected overwhelmingly tovice premierships by the National People's Congress, China'srubber-stamp parliament.
The other, Zou Jiahua, 64, is minister in charge of the StatePlanning Commission, the body heading China's socialist economy.
Zou, who will keep the planning post, is considered by analyststo be much more cautious on economic reform than Zhu.
